Throughout Massachusetts, there are a number of quasi-public agencies that are tasked with supporting the state’s economy in various ways. While these organizations are structured to provide public services and receive financial support, they operate somewhat independently from conventional government agencies. As such, these agencies tend to have greater flexibility than their heavily bureaucratized counterparts.

 

For founders, these quasi-public agencies can be helpful as potential sources of critical resources, funding, and services to foster business growth and innovation. Here, we explore some of the key quasi-public agencies in Massachusetts and their roles in supporting businesses.

 

Massachusetts Development Finance Agency (MassDevelopment)

 

MassDevelopment is the state’s economic development and finance authority. It offers a range of financing options, including bonds, loans, and tax-exempt debt for manufacturing, non-profits, real estate, and infrastructure projects. MassDevelopment’s aim is to stimulate economic growth, increase employment, and enhance the quality of life in the state. The agency also manages a variety of real estate projects, providing technical assistance and site selection services.

Massachusetts Technology Collaborative (MassTech)

 

MassTech is a public agency that fosters the growth of the technology sector in Massachusetts. It operates through three main divisions: the Massachusetts Technology Park Corporation, the Massachusetts eHealth Institute, and the Massachusetts Broadband Institute.

      • Innovation Institute: Supports initiatives that drive the innovation economy, including funding for research centers and industry clusters.
      • eHealth Institute: Promotes the adoption of health information technology to improve healthcare delivery.

Massachusetts Clean Energy Center (MassCEC)

 

MassCEC is dedicated to accelerating the clean energy sector in Massachusetts. It supports the development of renewable energy projects, and provides funding and support to clean energy companies. MassCEC also runs programs aimed at workforce development and innovation in the clean energy field.

Massachusetts Life Sciences Center (MLSC)

 

MLSC focuses on fostering innovation in the life sciences sector, which includes biotechnology, pharmaceuticals, medical devices, and diagnostics. The agency offers grants, loans, tax incentives, and other forms of funding to support life sciences research and development.
